Confederate Railroad Track Removals

   Because of the shortages of iron, miners, skilled iron workers, and rolling mills, the Confederacy was never able to produce enough iron and iron products to meet its needs. The Government's priorities placed artillery pieces (of all sizes) and their ammunition at the top of the priority list; next came armor for ironclads; then came iron for critical army needs (axles for wagons, bolts for repairing bridges, shovels and axes, pieces for creating manufacturing operations, etc.); last was iron for railroads (repair parts for rolling stock, track, parts for new rolling stock construction, etc.).
   Some of the iron needs were met by captures from Union forces (artillery, ammunition, wagons) during the war and some was taken during the first few months of the war (cannon at Norfolk, locomotives/cars/rails from the Baltimore & Ohio Railroad and Union army railroads). But these sources were uncertain and limited, at best. The only sure source of iron for the railroads was the railroads themselves.
   When the war started, there were new rails amounting to roughly 75 miles of new track in the Confederacy and not yet laid. Small amounts were kept by many roads for repairs, but the main stocks were intended for new construction (Virginia Central RR, Wilmington, Charlotte & Rutherford RR, Southern Pacific RR, and others). Unfortunately, the Confederacy's new construction needs did not match the plans of the various railroads, and government action was necessary to get the rails needed for its required new construction (Piedmont RR, Selma & Meridian RR, Lawton & Live Oak RR, and many small projects).
   Below are listed the Government railroad rail removal activities (including purchases of unlaid rails) that I can document from period documents. Many rails were taken up by the railroads for their own repairs, using spare rails and sidings, and are not listed below. As the war progressed, railroads removed from Confederate control by Union capture, repair work for roads damaged by the armies and replacement of worn out rails (usually laminated ones) worked to reduce the stock of rails available for railroad operations. By early 1864, the only source for Southern railroads was removal of Union rails in northeastern Virginia and the elimination of Confederate railroads of lesser importance. Those railroads fought the removal of their rails in the courts and Congress and delayed many removals, to the detriment of the war effort.
   The documentation below shows the protracted fights some railroads engaged in to prevent their rails being taken. In other cases, there are hints of pressure in the background, but few written documents to chronicle the struggles over the iron. Late-war needs (mostly the repairs to the railroads damaged by Sherman's army) were met with limited opposition against an insistent government, but are poorly documented.
   Though I have spent nearly 20 years researching Confederate railroads, I make no claim to have compiled a complete list of removals. Roughly 1,050 miles of rails are documented below, though many were not, in fact, taken up. The essential source of documents (the records of the Commission for the Collection and Distribution of Railroad Iron) does not appear to have survived, so we have only the 650 bits and pieces recorded below. This table contains the documents I have found, with my comments.
