Broad Street locomotive {Richmond city street locomotive} too weak for purpose proposed. Iron from Fredericksburg to Potomac best moved by mules on track cars. No laborers to be had. A company of cavalry needed to picket and guard the road. Can the road be laid with safety from Hamilton Crossing to Fredericksburg?
