   The foregoing General Orders are re-published for the information of Rail Road officers, Quartermasters, and other military officers, and it is expected that all will be governed by them:
   Ordinarily Government transportation will not be referred to me, but will be conducted according to the regulations proscribed in General Orders No. 2. It should be referred to me for a remedy when Government transportation meets with detention from any cause whatever.
   If special dispatch is required, the Superintendents of connecting roads in the line should have timely notice of the character and extent of the transportation desired, so that preparation may be made to avoid delay. ????? any point, shipped by army quartermasters, will take precedence according to the necessity of the articles for going forward. This will be decided by the nearest residing Quartermaster.
   As there has been great destruction and loss of cars resulting from the policy of running them over roads to which they do not belong, tran-shipment is earnestly recommended. It is believed that with proper arrangements, transportation will be facilitated by each road retaining its own rolling stock, and to that end I desire all to cooperate.
