Maj, Your Despatch 14th inst just recd." Are you shipping corn to Va is much needed." I have just replied by wire. Am shipping corn to Richmd, but slowly for want of transportation, made arrangements last week for eight cars for this purpose. It will now go forwd more rapidly."
We said to you & C. G. S. long since the great trouble has been with me to secure transportation. The eternal cry for months past has been from QM department. Genl Lee's & Bragg's command -- starving horses -- starving horses and the great bulk of transportation on S W RR which is the great feeder from my dist has been principally appropriated to shipments for Q M department.
The transportation agents lean to Q M side & not ours.
I visited Macon last week and informed Superintendents of Rl Rds that I would not longer submit to such proceedings.
As said to you in despatch I arranged with them for 8 cars per day for Richmond last week.
If the Q Ms or Q M Genl interferes with this arrangement I shall report them to Secty War.
I have not been able to bring any of the new crop corn ??cely in consequence of the confusion produced by Executive & Judicial action in this State with our plans.
However have had plenty of old crop to ship, which I have endeavored in vain to exchange with by the Q Ms, for new crop; who seem to be only at the biding of the Q M Department.
My view upon this matter has been fully presented to C. G. S.
Very Truly

States that the great difficulty in shipping corn for Subsistence Dept. has been want of Transportation -- the Qr. Mr. Department having appropriated it principally to its own use. Has now secured 8 cars per day.
