I take it for granted from the endorsement upon the
application of Maj R. J. Echols, that you are entirely ignorant of the
demands now pressing upon me for transportation, and the want of
foresight in Maj Echols under proper & timely advice, when
notified (under the heavy pressures of the last two weeks) that I
could no longer furnish with means of transportation.

Maj Echols has probably 100 cords of wood upon my road,
much of which, I understand was obtained by impressment & not by
contract, and the wood when delivered at my Depot, has then to be
hauled by wagon two miles to the Hospital over an exceedingly bad
road. Within less than a mile of the Hospital, there is timber from
which he could have obtained his supplies. He has also had the line of
the Ch. & S. C. R. R. {Charlotte & South
Carolina RR} and unemployed rolling stock for the last two days
to meet the temporary wants of his Department, had he regarded the
interest of either it or the Government.

Whilst I assure you (which Maj Echols & Co. Hoke both
know) that I cannot give only transportation to wood, at this time
without detriment to the public welfare, in what I think more
important to Govt, I will so if upon enquiry you deem it expedient.
