Sir,
   I have been authorized by General Beauregard commanding the Military Division of the West to purchase or impress so much of the rails chairs & spikes of your Road as may be necessary to complete the repairs of the Road from Atlanta to Augusta {Georgia RR}. The amount now estimated is fifteen miles. This iron is indispensable to the use of the army & cannot be otherwise procured. The great & imperative necessity of having that Road completed at an early day render its immediate possession absolutely necessary, and it is hoped you will cheerfully acquiesce in its sale, and to aid the Government in the effort now being made for the defense of our common country. We will pay you two hundred and fifty dollars per ton of 2240 lbs for good serviceable rails; eighty cents per pound for spikes; thirty cents per pound for cast chairs; and fifty cents per pound for wrought chairs or we will pay you the Schedule price fixed by the Commissioners of Impressments of Georgia, for these articles; or we will replace the rails chairs & spikes with rails chairs & spikes of like quality & condition within six months after the termination of the existing war with the United States with seven per centum interest per annum in kind or seven per cent per annum interest in money on the above valuation. Payment will be made by the Engineer Bureau at Richmond for which an order will be given as soon as the quantity of iron is ascertained. We propose to remove only fifteen miles at present as it is hoped that amount will enable us to meet the work from the Augusta end, but should more be found necessary after this is exhausted, this proposition is intended to cover whatever additional amount may be required. Should you not accept any of the terms of this proposition you will please appoint an appraiser in accordance with the laws of Congress for the regulation of impressments to meet one whom I will appoint, to assess the value of the property in question, and notify D. H. Kenney General Agent of the Commissioners for the Collection & Distribution of Railroad iron at Macon Georgia, of the person whom you appoint and of the time & place it will be convenient to meet for that purpose.
