An Act to aid in the construction of a certain
line of railroad in the States of Louisiana and Texas

Whereas, the Confederate States are engaged in
actual war, and the President has recommended, for military reason,
the construction of the railroad from New Iberia, in the State of
Louisiana, and Houston, in the State of Texas, and the commanding
general at New Orleans has declared it to be at the present moment a
great military necessity: [Therefore,] |
The Congress of the Confederate States of
America do enact, That the President be, and he is hereby authorized
and empowered to aid or contract with the New Orleans & Texas
Railroad Company, and the Texas & New Orleans Railroad Company,
upon such terms and conditions as he may think proper, to insure the
prompt completion and connection of said roads, in the manner he may
think best calculated to promote the public interest. |
Sec. 2. Be it further enacted, That to enable
the President to accomplish the object herein contemplated, the sum
of $1,500,000 in the bonds of the Confederate States, is hereby
appropriated to be issued and applied by the order of the President
at such times and in such sums as he may deem proper, and that the
President be directed to take a mortgage on said road and its
appurtenances for the ultimate repayment of the money so expended in
aid of its erection. |
