Maj. J. W. Goodwin, assistant quartermaster, Withers'
division, is assigned as military superintendent of railroads, on the
staff of the commanding general.

Maj. H. B. Warren, now acting lieutenant in the engineer
department, will report to Major Goodwin as an assistant.
