A communication was received from the Governor, inclosing
a letter from the President of the Virginia Central Railroad, asking
that some law may be passed whereby may be impressed or detailed to
keep the road in repair. Owing to the fact that a great many hired by
them last year running off to the enemy, they were unable to hire
their usual number of hands this year, and they had substituted white
labor in part to fill places and owing to the decision of Judge
Meredith in regard to foreigners, given a few days since, these had
left.

On motion of Mr. Forbes, the message and accompanying
documents were referred to the Special Committee on Transportation.
