The meeting was called to
order by Col. Fremont, upon whose motion Col. Whitford, President of the
Atlantic & North Carolina Rail Road, was called to the chair, and Edmund
Wilkes, Esq., appointed Secretary. |
Col. Whitford then stated the
object of the meeting, which was to agree upon some efficient plan by
which a large body of troops could be in the shortest possible time
transferred to any point that might be assailed. |
Col. Fremont then offered the
following preamble and resolutions, which were unanimously adopted: |
Whereas, It is of vital
importance to the defense of the country that troops be transported by
Railroad from point to point, with the greatest promptness; therefore, |
Resolved, That the
several Railroads in North Carolina, together with the Petersburg, and
the Seaboard & Roanoke Railroad Companies, will furnish their proportion
of cars and engines to transport at least ten thousand men (10,000) to
any assailed point within their limits in twenty-four hours. |
Resolved, That these
cars and engines be held in reserve at three principal points:
Goldsboro', Weldon and Raleigh, and that the proportion the roads shall
respectively furnish shall be as follows: |

The Wilmington, Charlotte & Rutherford road
one engine, and the Western North Carolina road one engine and train of
cars. |
Resolved, That the
trains, cars and engines of the North Carolina Railroad Co., and of the
Raleigh & Gaston Railroad Co. be held at Raleigh; those of the
Petersburg and the Seaboard & Roanoke Roads, be held at Weldon; and
those of those Wilmington & Weldon, Atlantic & North Carolina, and
Wilmington, Charlotte & Rutherford Railroads be held at Goldsboro',
subject to the orders of the Government. |
On motion of Col. Sanford, it
was |
Resolved, That the
proper charge for locomotives and cars while waiting the orders of the
Government, should be twenty dollars ($20) per day for the locomotives
and three dollars ($3) per4 day for the cars. |
On motion of Col. Sanford, |
Resolved, That the
officers of the several trains when called into service, shall be
exclusively under the orders of the Superintendents of the respective
Roads upon which they are running their trains, while engaged in moving
troops or freight for the Government. |
On motion of Mr. Robinson, and amended by
Mr. Fremont, the following resolution was adopted: |
Resolved, That in the
future transportation of troops, their baggage and horses, on each train
the Conductor shall make out a way-bill of the number of cars on his
train, by what Roads owned, the number of troops, and car loads of
baggage and horses carried, for which he has requisitions, and to what
Road the engine belongs; these bills, with the requisitions, or other
evidence of service performed, shall be filed with the proper agents of
the Road on which the transportation is going forward. The whole income
of the train shall be calculated, and the proportional parts allotted to
the Roads owning the cars, and one-fifth of the amount severally
allotted shall be paid to the Roads owning the cars for the use and
service of the cars by the Road or Roads furnishing the transportation.
The locomotive shall be paid for at the rate of fifty cents per mile run
with their train one way or while loaded, to be paid by the Company
furnishing the transportation; but no charge shall be made for hauling
empty trains. |
On motion of Mr. Sanford, |
Resolved, That when
cars of one road are sent for by the proper officer of another, to be
used on such connecting Road, an allowance of three and a half cents per
mile for each mile that each car is necessarily run on its own Road, to
be paid for by the borrowing to the lending Road. |
Resolved, That when
engines are sent for by the proper officer of one Road, to be run on a
connecting Road, an allowance of fifteen cents per mile shall be paid by
the borrowing to the lending Road, for each mile necessarily run on its
own Road. |
On motion of Mr. Robinson, |
Resolved, That the Road
borrowing equipment from another, pledge itself to return the same to
the Road to which it belongs, with the most convenient dispatch, and
that no cars shall be forwarded beyond the Road represented in this
meeting. |
On motion, |
Resolved, That the
Secretary cause the proceedings of this meeting to be published, and
copies sent to each Road. |
Resolved, That on and
after this date the fare of officers, without requisition, shall be at
rthe usual passenger rates. |
Resolved, That Messrs.
Fremont and Whitford be a committee to submit to Gen. Holmes the
proceedings of this meeting, and ask his approval. |
On motion, the meeting
adjourned sine die. |
