{From the minutes of the Directors' Meeting of the Atlantic & North Carolina RR, October 15, 1862}

 
   A special meeting of the Board of Directors called by the President was held in the town of Kinston on the 14th & 15th of October 1862

   The President ***** laid before the Board a list of the officers and employees of the Road and in explanation, observed that an arrangement with the Government compelled the Comp to keep two conductors and other employees ready to run with the Government Trains whenever their services would not be required by the company. He also presented a list of the Locomotives and cars and other property belonging to the Company. He also called the attention of the Directors to the exposed condition of the Locomotives at Goldsboro and stated he feared, if they were not protected from the weather during the winter, they would {be?} considerably injured. He was thereupon authorised to have cheap shelters erected at that place to protect them and the Passenger Cars if necessary.
   The President further stated to the Board that he was suspected from what he had learned, that application would be made through him to the Directors by the Government Agent superintending the construction of Gunboats in the State for hire from the Road sufficient to case thereon. He therefore desired to be instructed as to the case he should pursue in the event the application was made as he anticipated.
   After the discussion of the Subject in which the Directors so pressed their willingness and anxiety to aid the Government work all the means at their command not only in protecting the State of NC but the Confederate States against the invasion and ravages of the enemy but as they were not under any circumstances authorised by the Stockholders to dispose of any of the Iron, and moreover as the Road was mortgaged to the State and the iron they possessed was desired for the protection of the State. They directed the President if application was made to have to refer the entire matter to the Government of N. C.
