The Fiscal year for this Rd closed with
Sept. I am unable to make a showing in my annual report for any
payment from the Confederate Govt. since the 1st Decr. last. |
Our a/c as Audited to the 1st of Sept is
$533,192.34. The a/c for Sept now being Audited will be about 70 or
$75,000.00 |
making in all up to 30th Sept |

The non payt of any part of this large amt since the
1st Decr last, operates heavily against me as an officer of the State.
I not being able to pay the money into the State Treasury within the
Fiscal year. |
The Governor will not receive the Bonds,
and ??? doing any thing in the matter until the meeting of the
Legislature in Nov. next. I will now propose to you to pay us the one
half of the above amt. in Treasury Notes Int bearing $100 notes are
the most desirable by the 20th Inst. which wd enable me to put
that amt in my report & Pay it into the Treasury. I make this
suggestion for the reason that you have proposed all time to pay our
claim if we wd take half in Bonds. Capt Bacon goes to Richmond in a
few days & will confer with you on these matters, and will bring
the money. |
