Before I can make out a list of persons
whom we desire to be exempted under the recent Act of Congress it is
necessary for me to have some instructions, as to the persons we can
select. There are several classes of Employees on the Road viz |
1st Those who were Exempt under the old law |
2d " who were not Exempt, but who have not
been enrolled and have been detailed from time to time without having
been at Camp Lee |
3d Those who have been enrolled, but have not been in
Active Service |
4th Those detailed from the Army
in the field |
5th
"
" as contractors to furnish wood & crossties --
generally from those who had furnished substitutes. |
Please inform me
from which of the above classes we can Select. |
Must the descriptive
list contain the Height Colour of Eyes & hair &c |
I regret to say that
the road cannot be maintained with the number authorised by the recent
Act of Congress. |
