To whom shall I address the orders for
transportation? Is it possible that the charge of disloyalty against
many of the employees of the Rail Roads in N. C. is true? If you
discover anything like it, I will order an immediate arrest, and, if
necessary, get the writ of habeas corpus suspended. Require the
transportation necessary to move your men and report the officers
who refuse it. Hurry the Conscripts on; we need them immediately.
