| The following papers were submitted to
me with your endorsement to "examine and report on their
regularity." |
| 1st Letter of James L. Price introducing
R. H. Hudson |
| 2nd "
A. S. Gaines
" |
| 3rd "
G. G. Griffin Presdt: In respect to the loan, and the necessity of
its immediate advance |
| 4th A Power of Attorney from G. G.
Griffin Presdt A. & M. R. R. R. {Alabama &
Mississippi Rivers RR} properly attested, to R. H. Hudson
authorizing him on behalf of the Company to receive and receipt for
the sum of $150,000 appropriated by Act of Congress approved Feb
15th 1862. |
| 5th A copy of the Mortgage deed executed
by the A. & M. R. R. R. Co to secure the said loan |
| |
| These papers fully authenticate Mr. Hudson's
character as agent. |
| It appears from a letter of A. S. Gaines
to you dated June 20th 1862 Special Agent that the Mortgage Deed was
recorded in all the counties through which the Road passes. That
letter inclosed a copy of his report of the 24th April 1862, from
which it appears that the securities taken by him on behalf of the
Government for the said loan of $150,000 were |
| 1st The note of the Company payable to
the Confederate States for $150,000 two years after |
| 2nd A mortgage on the Road bed fixtures
rolling stock depot property machine shops &c to secure the payment
of the note. |
| 3rd The obligation of the Company with
ample personal security, for the prompt and faithful application of
the money toward the completion of the road. |
| 4th An agreement by the Company in the
meantime to transport promptly over their Road or any part of it,
troops, munitions of war provisions or other articles which the Govt
may desire to forward, and to credit any expense thus incurred by
the Govt on the note of the Company till the amount there of be
extinguished. |
| It seems that the original deed, and the
Company's note for $150,000 was mailed by Mr Gaines, and lost in
transit. See his letter of 20th June 1862. Mr. Hudson thinks the
Covenant for the faithful application of the money, and the
agreement to transport supplies &c & credit the freight were in the
same package. |
| These papers should if lost be ??? by
the execution of Duplicates. |
| Respectfully |
| R. G. H. Keane |
| Chief of Bureau of War |
