Sir,
   I have the honor respectfully to call your attention to the great difficulties and irregularities in the running in general of rail road transportation, there is so much policy and want of concert between the Superintendents that they increase the public interests without hesitations to any temporary convenience or advantage of their respective demands and since gulasly(?) enough the most conspicuous of these obnoxious ??? here Northern men. I therefore respectfully request that you appoint an agent with full powers to regulate and control all the R. R. transportation in this Dept.

Concerning the difficulties of transportation & the impracticality of Superintendents -- the most obnoxious of whom are Northern men. Asks that a superintending agent of the Govt be appointed.
 
The Dept is aware of the necessity of a Supt of R. R. transportation and very desirous of obtaining a suitable man. But as his responsibilities will extend to all the RRs in the Confederacy it is a difficult office to fill.
