Office Chief of Subsistence
Cape Fear District
Wilmington April 8th 1863

Major R J Moses CS

Major,
Yours of 4th inst was received this morning.
I have now at hand near Sumpter and other stations on the Wilmington & Manchester rail road, between twenty and twenty five thousand bushels corn {130 to 170 car loads}, already purchased and paid for, my agent thinks he will be able to secure half that much more; but the great difficulty is getting it here, sometimes it stays in the depot several weeks waiting transportation.
I can purchase a limited supply of Bacon, but I fear not enough for the demands of the troops of this district. The highest price yet paid is 90 cents, I hope to secure all that is to be had in this district at a price not to exceed one dollar.
Major Morrison CS sent 14650 pounds bacon here last week {1 car load}.
Genl Whiting orders that the troops in the forts below here and all other working parties (making in the aggregate about 3,000 men) be furnished with 1/2 pound  bacon daily, which adds to the demands on this post of about 750 pounds per day.
Very Respectfully
Your Obt Sevt
C S McKinney(?)
Capt & ACS
