To the Honble Secr of War
 
Sir,
   Having been appointed agent for Nansemond by the County Court for the procurement of salt from the Va. Salt Works under the act of assembly on that subject, and the people of my county, mostly, being without salt, I am instructed to ask permission from the authorities of the C Government to pass the salt for that purpose over the various rail roads. That is, the southwestern road {Virginia & Tennessee RR}, the south side road {South Side RR}as low as the junction , the {Richmond & }Danville road, the Piedmont road to Greensborough, thence to Raleigh on the N. C. central road {North Carolina RR}, thence to Weldon on the Raleigh & Gaston road, and thence to Franklin on the Sea board road {Seaboard & Roanoke RR}. This is the only way salt can be obtained for the people of Nansemond without which they will be in great distress and suffering. May I ask the favor of you to answer this immediately, and direct to me at Franklin, Southampton Coty Va. Hoping a favorable answer, I remain your
