A report from A. McKim Lea, Actg Asst. Eng. in charge at Victoria, dated
4th inst. states that the R. R. {San Antonio &
Mexican Gulf RR} will be finished that day. On the evening of the
3d he says: "The R. R. has been a terrible job, and every obstruction
possible has been thrown in the way by Mr Wheeler. The Militia did no
work of importance, and the negroes are almost broken down." |

Those that have never deserted are ordered to have seven days leave of
absence. Those in excess of half, collected to hasten this work, are
ordered home. ***** |
