Sir,
   The situation of Fort Gaines, Georgia at the terminus of the South Western Rail Road in the Chattahoochee, makes it a depot for transportation for troops from parts of Middle and West Florida and South Eastern Alabama and South Western Georgia, and returning soldiers have been subjected to many inconveniences for want of an Assistant Quarter Master at that point.
   I respectfully refer you to a letter of mine of a few days past, wherein I suggested the propriety of a transfer of one of the two Quarter Masters at Eufaula to some other Station, and would suggest, if not already ordered, the propriety of transferring Capt. Seals to Fort Gaines.
   If you have already made provision for this surplus of officers, and have no other in view, I respectfully recommend Mr John B. Appling, at Fort Gaines, as a gentleman, possessing all the qualifications for Asst. Quar. Master at that point.
