Sir,
   I am instructed by the Governor to acknowledge the receipt of your two letters -- one dated 12th & the other 23rd ult., the latter of which was forwarded to his Excellency to Canton, where he has for some time past been detained on account of family affliction. I also by his direction enclose you a copy of that part of a letter under date of the 28th ult., relating to your bill for R. R. iron seized at Savannah by order of Gen. Jackson, from Mr. G. B. Lamar. It seems that the gunboat association propose to pay you for the iron at the rate of $55 per ton of 2240 lbs, and his Excellency has requested them to pay that am't on the bill, saying that he thins that it will be right for you to receive for your iron what it was worth in the Savannah market at the time it was seized with interest till paid, whatever that price was. If the market price was then & there greater than the price Mr. Lamar proposes to pay, his Excellency will recognize your claim as just for the excess, and will see it paid, but if that was the full market value of the iron seized, he considers your claim for more, (above the interest), as unbearable.
