I certify that the loss in transportation
charged in my Return of Provisions Recd and Issued for the month of June
1862 in the Article of Sugar is fair & just & occurred whilst said sugar
was in course of transportation from Lynchburg Va to Staunton Va. The
Hdg containing the same being broken into and I do further certify that
I do not think it was possible for the Rail Road Companies to guard
against such loss owing to the broken and injured condition of their
cars resulting from the damage received to them in the transportation of
troops. |
