The necessity of the army here
require that the surplus corn of South Carolina from between the region
of Columbia & the North Carolina line shall be reserved for the
Government. I wish you to proceed immediately to Columbia, and after
proper investigation as to the resources of the country and the lines of
railway, suggest to me the counties which should comprise "forage
districts" in that portion of the state, forming these with reference to
the lines of railway and naming the point at which the officer in each
district shall be stationed. You will please also confer with the "Post
Quartermasters" in this section and advise me whether they will consent
to render this service or whether their post duties or want of
qualification for this active service will make it better that officers
shall be sent to these posts upon this special duty. |
