Sir,
   I have examined the rates of charge & regulations for the transportation of troops proposed by the Rail Road Convention held at Macon Georgia on the 25th Nov 1862 and set forth in the printed proceedings of said Convention and am willing to accept & adopt the same for transportation for the government done by this company, provided that, as to the transportation of things, the rate be allowed this company which is allowed the companies transporting 50 miles & less than 100 miles, in this accord, that we be allowed for the transportation of things, to charge as for 100 miles transportation in all cases.
   One half our Road is out of our control & we are running now but 42 miles if it. The amt of transportation in exceedingly limited, our main terminus & repair shops are in the hands of the enemy; & under the many disadvantages under which we are operating the rates of charge for transportation of things that I suggest, still, I am satisfied, pose less remuneration to us than the rates adopted at Macon will prove to the Companies which adopt it.
