Quarter Master's Office

Capt. E. P. Turner |

Orders, Instructions, &c for
detention of cars, forwarding of cars, forwarding Hand Cars for Courier
Service with Dispatches &c {on the Houston Tap &
Brazoria RR}, has been greatly misunderstood, or I am placed in a
very responsible position. |
I have disclaimed repeatedly that I am not
Post Quartermaster (no orders protecting me) and am doing the work
unofficially of the Quartermasters Dept. from Houston to the Army below.
I deem the exigencies of this Place equal to the task of a superior
Quartermaster. |
I will repeat for the third time, that my
Bond for A. Q. M. was sent to the War Department in Richmond, Va. in
October 1862. I can furnish a Bond now, required for Quartermaster. |
I appreciate the obligation of the Bond
and the responsibilities thereunto appertaining; and deem, as above
stated, acting informally and do earnestly solicit, for the protection
of the Q. M. Department, that a bonded officer be appointed here, and
relieve me of the responsible duties, the most important of any
Post, now known for Troops in your Command. |
I am Captain |
Very Respectfully |
Your Obdt Sevt |
J. W. Wiggins |
Qr Mr Agent |
