{The document is the forwarding of a long letter from Captain Grant regarding the changing the gauge of the Montgomery & West Point RR and the stocking of some railroads with "refugee" rolling stock from roads now in the hands of the enemy. The National Archives copy is covered with many, many small dots which make it impossible to decipher enough consecutive words to get more than a general sense of the document. The endorsements below (and documents in the Engineer Bureau Letter Book) are clear and shed some light on the contents.}

The changes I do not consider practicable, though it is possible, ??? even after it ????? our condition would not be bettered materially, if at all.
