General, |
In compliance with Genl. Orders No. 118,
Adjt. & Insp. Genls. Office, I have the honor to submit the
following report: |
In the month of July, 1861, I received a
letter of appointment from Major Wm S. Ashe, then Ch. Q. M. in charge
of R. Rd. Transportation, designating me as Transportation Agent Q. M.
Dept., & directing me to proceed to Lynchburg, which place would
be my Headquarters & when there to superintend the transportation
of Govt. stores, whether Medical, Ammunition & Ordinance,
Commissary, or Quartermasters Stores, as well also as Contributions
and Miscellaneous articles. Also, to superintend the transit of all
bodies of Troops passing through this Post on the several RRoads diverging
from this place. All the above I was required to see promptly done,
& to report promptly to Headquarters at Richmond all cases of
delay in transportation arriving at this post. I was at the same time
furnished with transportation Tickets which I was required to issue to
the R. Roads for Stores or Soldiers passing over said Roads in all
cases where transportation vouchers had not previously been issued,
paying particular attention to the fact that the goods, &c
received or transported corresponded with the transportation voucher.
I also notify all consignees, by mail, of all shipments of Army Stores
passing through this post, advising them of the number of packages
& their character, & also the weights of the same. In case of
loss or Robberies of Govt Stores, I am generally notified by the
Consignees, in order that I may, if possible, ascertain, the point of
loss or robbery. Having ascertain which, I notify the Consignee of the
particular R. R. or line on which the loss has occurred, in order that
they may lay such evidence before the proper officer, & have the
value of such lost or stolen goods deducted from their transportation
account. |
The above are the main or special duties
which I have, for over two years, i trust to the satisfaction of the
Dept., endeavored to the best of my ability to perform. I feel
satisfied in the believe that I have rendered satisfaction (never
having heard of any complaints against me) to all parties with whom I
have been thrown in business contact. |
In addition to the above I consider it my
duty to do at all times whatever is in my power to further &
promote the efficiency of the Q. Master's Dept. |
After the resignation (near a year since)
of Major W. S. Ashe, I was directed to report to the Q. M. General,
which I did; & from him I received orders to continue in the
discharge of my duties as usual. Since the above period, I have received
my pay &c through the orders of Major. D. H. Wood, Ch Q. M. in
charge Transpt Richmond, through whom I very respectfully submit this
Report. |
