"93 Horses" may be found in the
Vouchers Nos. 2, 4 & 5 on Abstract "M" for 2d qtr. 1862
the property returns for which quarter exhibits a surplus of 107
horses, over and above the number I am chargeable with. I acted only
under orders of the QM Genl & reported to him. I regarded him as
my Commanding Officer. |

Having been ordered to establish Shops for
repairing Locomotives & Cars it was necessary that tools should be
furnished to the Carpenters, instead therefore of issuing and
expending the Tools required, I consider it to the advantage of the
government to make sale of them to the Carpenters under my directions. |

survive. The first item probably relates to horses used in hauling the
Baltimore & Ohio RR locomotives and cars; the Locomotive Shop in
