Quarter Master General's Department |
Rail Road Bureau Richmond Aug 8th 1863 |

Hon James A. Seddon |
Secy of War |

|
Sir |
The recent order from you department
ordering the enrollment of all able bodied clerks in the Quarter
Master's Department has deprived me of the only office clerk I had,
and consequently cripples my oficanting{?}.
I am left powerless to attend to any business away from Richmond and
you are aware that the most important of my duties requires me in
distant parts of the Confederacy. To supply me with the necessary aid
I must respectfully ask of you the appointment as Captain and A. Q.
M., Mr. Charles C. Sims of Georgia, and his assignment to me for duty
in this Railroad bureau. With his assistance, I can avoid employing an
office clerk, while he will also make efficient service in other
departments. Mr. Sims is not liable to conscription and therefore his
appointment will not reduce the ranks of the Army. At my earnest solicitation
he has consented to serve, if appointed, and from his excellent
business qualifications he is particularly fitted for this post I
propose for him to fill. |
Trusting that the appointment will be
ordered, |
I remain, Sir, |
Very respectfully |
Your obdt servant |
F. W. Sims |
