The tariff with Southern Express Co has been unavoidably
delayed and in the mean time the accts for transporting food &
clothing for Soldiers are falling due. I would respectfully ask that
till the rates are promulgated Maj C. M. Smith be instructed to refund
to the Relief Association such sums as have been expended by them for
transportation, upon their producing proper voucher for expenditure
and satisfactory evidence that the articles transported are of the
character contemplated.
