   I most respectfully ask that you instruct the officer you dispatch to Winchester and Martinsburg to collect captured property to have an eng to the speedy removal of such as pertains to Railroads. I ??? ??? to venture the suggestion because this kind of property is difficult to remove and might be left for removal until it was too late. Someone conversant with Railroads would know what to move and how to move it most readily. I must here add to my other suggestions the propriety of sending an officer for the special duty of collecting and removing all property of this character. If the idea strikes you favorably, the officer assigned to the duty should be clothed with the authority to obtain the necessary assistance to carry out the plan.
