Sir,
   We are compelled to ask for the permanent detail of private D. W. Dill Company H, 10th Regt. Nr. Ca. State troops as a Blacksmith, for the Atlantic & Nr. Carolina Railroad. As this is the first application, for a detail, from this Road, which would not now be made if we could possibly engage a smith above the Conscript age, that has the experience & skill to do our work. I trust, sir, you will order it particularly as our trains are almost exclusively used on our own Road & others, in hauling troops & freight for the Government. The proximity of our work to the enemy's lines prevent the employment of negroes.
