form of an application, the increased assistance you will require in
carrying into effect the instructions contained in the circular of the
Quarter Master General, dated March 2nd 1863 with reference to the
transportation of Govt. freight over the Rail roads. This will be
considered to apply only to the City of Richmond. |

Respy refd to the Q. M. Genl. I would suggest the
authority to employ the number of agents above asked for. We believe
you have already granted the authority for, in connection with this
subject I would suggest the propriety of sending some competent
officer or agent to the principal depots of the several R. Rds to
instruct the Q. Masters & establish their system -- otherwise it
will be months before it is put into practice. A uniform system of
vouchers will generally relieve other officers auditing R. Rd accts. |
