I beg leave to recommend Mr. G. E. Walker for an
appointment as Captain in the Provisional Corps of Engineers. I would
respectfully refer you to the accompanying letter of Capt. Ives, one
of our most competent Engineer officers, which is a testimonial so
high as, I trust, to obtain a Commission for Mr. Walker in the branch
of the service for which he is so imminently qualified.
