Sir,
   You will proceed immediately by the Western Route, to Knoxville {Virginia Central RR, Orange & Alexandria RR, Virginia & Tennessee RR and East Tennessee & Virginia RR}, to see into the delay of transportation of Government freight over the different lines. Report by telegraph to this Department, as you go along, what are the causes which delay transportation.
   You will then go to Augusta & Charleston & settle the accounts for property purchased from Andrew Yonge Supt. {Georgia RR} & H. T. Peake, Supt. {South Carolina RR}
   On your receipt for the property, the Quarter Master at Charleston, Augusta, or Richmond, will pay the bills.
   You will give particular attention to the transportation of Flour from Bristol destined for the army at Corinth, -- this flour should be hastened on the route as much as possible, as it will go to Mobile, to take the Mobile & Ohio R. R.
   Take prompt measures to get the freight for the Government along, if it should be necessary, even to exclude all other freight.
   Request the Presidents & officers of the several roads to assist you in your undertaking to the full extent of their powers.
