I. Telegraph Operators and Railroad
Officers, Agents and Operatives being essential in their respective
positions to our military movements, will not be drawn from their
duties for any purpose whatever -- State Officers will exempt them
from militia duty. |
II. Officers of the Quartermasters
Department are alone authorized to control the means of transportation
on railroads; and all trains must be under the direction of the
respective Superintendents of roads. Subordinate officers must not
interfere with these duties, except in case of absolute necessity,
when they will report their acts by telegraph. |
III. Commanding Officers are held
accountable that all trains are unloaded on reaching their
destinations, and dispatched on further service. Troops must be
detailed in any number necessary for this purpose. |
