| I am informed that Captain A. S. Gaines is
an applicant for the position of Captain in the Engineer Corps
recently established by Congress. |

He was employed by me for several years as Assistant
Engineer in the construction of the Mobile & Ohio R. R. and
discharged his duties with entire satisfaction to the Company as well
as myself. He is strictly temperate in his habits, has great energy,
and is every way qualified for the position he seeks.

Supt. for one Division of the force engaged on the City entrenchments.
