General,
   To supply a limited addition to the narrow guage rolling stock between Wilmington & Weldon and to secure about one hundred miles of good railroad irons, and at the same time do no injury to Government transportation, and but little to the people, I would suggest the immediate seizure of the Eastern Division of the Wilmington, Charlotte & Rutherford Railroad.
   It will give iron and machinery where it is badly needed, and the road is of so little importance that it must be despoiled before long  -- the sooner the better for transportation.

   Resply referred to Col. C. F. M. Garnett for an expression of opinion as to the judiciousness of removing this R. R. iron.

   I strongly recommend the taking the iron &c of the W. C. & R. R. R. It is the only heavy iron available for the wants of the Government. Chas. F. M. Garnett

   Resply returned to Hon. Sec. of War calling attention to endorsement of Col. C. F. M. Garnett & recommending that the Eastern Division of the Wilmington, Charlotte & Rutherford R. R. be placed on the list of Roads to be impressed of iron for the benefit of the Government.
