Enclosed I have the honor to return a
communication from Agent of the Supply Association of Petersburg. The
package which contained it also enclosed another from Genl. Whiting
complaining of the great deficiency in transportation. A few days ago
in North Carolina a train was arrested by citizens robbed of a portion
of Government corn because their purchases were not transported, and
they threaten to repeat the operation if not supplied. Maj Carringtons
supplies are far short of the daily wants of Genl. Lee's army and the
Commissary General reports that he can give the army full rations all
the time if they can be transported from Georgia. |
There is suffering in Virginia and it will
increase, but how it is to be alleviated and yet meet the most imperative
demands of Govt. for transportation is beyond my comprehension. |
