It is my duty to inform you that the
recent act of Congress exempting one man per mile for each mile of
railroad engaged in military purposes is entirely inadequate to meet
the want of roads of less {line unreadable on
the fold} some details for the roads will
suffer and Government transportation consequently be delayed. This
warning is considered necessary to avoid the conclusion which may be
created that men ??? asked for which services can be dispensed with. |
