On the 15th of this month reinforcements
were sent from this city to Goldsboro{, N. C.}. When the
{Richmond & Petersburg RR} trains arrived in
Petersburg they were {im}pressed and ordered through to
Goldsboro {down the Petersburg RR and the
Wilmington & Weldon RR}. I have
applied to Maj. Cone every day to have the cars brought back & he
has as often telegraphed to Maj. Genl Smith's Chief Qr. Mr. to send
them, but so far, only four or five of the cars have arrived. |
Today I have been called upon to move four
regiments to Petersburg but I could not do it, for want of cars. |
The roads centering at Goldsboro {Wilmington
& Weldon RR, North Carolina RR and Atlantic & North Carolina
RR} are amply
stocked for all the demands of the army there, and I most earnestly
beg that a preemptory order may be given to have all cars belonging to
the Virginia Railroads returned immediately. |
Unless it is done I will be unable to meet
the demands daily made upon me. |

This statement of the officer who is charged with Rail Road
transportation is respectfully transmitted to the Secretary of War
with the request that the cars impressed by Genl French at Petersburg
belonging {Richmond &} Petersburg R Road be immediately returned to Richmond.

Gen Smith is informed of the urgent need for these cars
and will return them just as soon as his ??? will allow -- ????? The
troops ordered to Petersburg and ??? them.
