Hearing that application was going to be
made for your permanent appointment as Transportation Qr Mr at Mobile,
it affords me the greatest pleasure to add my testimony of your fitness
and capacity for said office. Having been Chief Qr Mr of the Dept of the
Gulf for nearly a year, I had every opportunity of judging of your
qualifications, you holding during that period the position (and I
understand from the commencement of the war) the responsible position of
Chief Clerk in the Trans. Office, I found you ever at your post, ever
ready, day or night to carry on the complex and annoying business of the
office. |
Your peculiarly happy disposition and
gentlemanly demeanor in dealing with the soldiers, your well known
methodic & energetic business habits, your intimate knowledge of all the
Transportation in the Dept., and your long experience of said office,
render you in my estimation peculiarly fitted for the appointment in
fact the right man in the right place. |
