Permit me to refer you to letters of Genl
Toulman and the entire delegation from the country in the legislative
recommending Capt. J C Berry for promotion. This letter would not be
written but from the fact that promotion is to be made in this
department, and the whole population including civil and military as you
will see by perusing the recommendations forwarded to you, attest the
unquestioned ability of Capt Berry for the promotion asked by his
friends. It is with great pleasure that I am able to add my testimony to
that of others offering the high character, ability in the office he now
fills, the untiring industry and usefulness of Capt Berry to the
government and country; and to ask of you your assistance in promoting
this meritorious officer if a change is made. |
It is unnecessary to state that Major
Berry politically is all that our friends could ask. |
