| My friend Captn. J. C. Berry has submitted
to me many letters which have been voluntarily offered him asking and
requesting his promotion. I fully concur in and endorse all that Captn
Berry's friends have said in his favor and take great pleasure in adding
my personal testimony to the urbanity and faithfulness with which he has
aided and assisted the State. I have never seen so capital an officer.
