By virtue of Authority vested
in me by the President of the Confederate States of America I hereby
constitute and appoint Wm. C. Finley my Agent and Deputy with full
authority and instructions to supervise report upon & expedite the
Rail-road transportation of Troops, Munitions of War and All Army
supplies to and from Charleston S. C. over all roads centering at that
place. He will use his best endeavors to prevent as far as may be
practicable all obstacles & delays resulting from failures of connection
of Trains with other Rail-roads. |
For this purpose he is
especially authorized and instructed to report to me and as far as he
can, prevent any unnecessary delays or detentions of Trains or Cars on
the said Rail-roads, or the use of them for the storage of baggage or
supplies. |
Further, he will use any other
means in his power to promote the prompt and regular transportation of
Troops and Military Munitions on the above mentioned Roads and those
connected with them, as well as the prompt return to their proper
stations, of the Locomotives & Cars of Each Rail-road employed. |
