| I have to call your attention to several
certificates and orders issued by you to Agents employed per touching the leasing of slaves to Railroads claiming for these the
same exemption schedule to those leased by Government. As no order
has been issued to that effect by the Secty of War you will at once
withdraw all orders or certificates issued by you and not conflict
with the duties of the proper authorities for the impressment of
such negroes until hearing further from me on the subject. |
