Dear Sir,
   As a contractor with your department I have always felt it my duty to buy as low as possible all the necessary supplies to run our mills and owing to the exorbitant price demanded for cotton in Petersburg and other near points, say from 140 to 160, I made a purchase of 200 bales in North Carolina at $100 which is now at Charlotte N. C. I have not been able to get it brought on and I address you for the purpose, if possible, of getting the Gov't to give me transportation for it, otherwise I shall be forced to buy cotton at the prices demanded near home and of course cause a corresponding high price for the goods. Under the existing law allowing us a percentage on the cost of production, you are aware it is to our advantage to pay the higher price for cotton, but of course this I would not do unless forced by necessity. I hope therefore in justice to the Govt that you will endeavor to procure the transportation of this cotton for us.
