In a conversation between us some time
since it was understood that the Bonded Agents of this Dept should be
respected as quasi Officers & be held subject to enrollment. The act of
Congress of June 14th 1864 places these Agents on a par with Captains of
Infantry & the Secty of War decides that they are entitled to the pay &
allowances of Officers of that rank. I am informed today that the
enrolling officers at Charleston has notified Mr. W. C. Finley, one of
our Bonded Agents that he will be conscripted. Will you please issue the
instructions necessary to protect from molestations all such Agents of
the Dept. |
