| I omitted to state in the
communication sent to you today that Lt Col Sims in charge of RR
transportation suggested that the difficulty in connection with the
shipment of cotton over the North Carolina RR might have arisen from the
fact that the transportation tickets should have been issued by Major
Echols, according to existing regulations. It will therefore be better,
in future, to apply to that officer. |
