| I have to acknowledge the receipt of your
communication of the 20th instant. In reply I have to inform you, that
no authority can be given you to substitute another for the purchase of
horses or mules for this Department; such purchases can only be made by
yourself as the Agent duly appointed. At present I co not require
animals purchased at Knoxville. |
